Arthur Barclay (31 Juli 1854 – 10 Juli 1938) adalah seorang politikus Liberia yang menjabat sebagai Presiden Liberia ke-15 dari tahun 1904 hingga 1912. Ia dikenal sebagai salah satu pemimpin penting yang memperluas kebijakan domestik dan internasional Liberia serta mendorong reformasi administrasi di negara tersebut. Barclay juga memainkan peran kunci dalam upaya mengintegrasikan masyarakat adat Liberia dengan populasi Amerika-Liberia yang mendominasi pemerintahan pada masa itu.[1][2]
