Berdasarkan 2010 census, populasi di county ini mencapai 17,212.[1] Sedangkan county seat berada di Adel.[2] Pemekaran conty ini sudah direncanakan sejak 30 Juli 1918, dan secara resmi berdiri pada 5 November 1918, dinamakan berdasarkan Philip Cook of the Confederate States Army.
