Ems-Occidental ([ɛms ɔk.si.dɑ̃.tal], "Ems Barat; bahasa Belanda: Wester Eems, bahasa Jerman: West-Ems) adalah departemen Kekaisaran Prancis Pertama yang terletak di wilayah Belanda dan Jerman. Departemen Ems-Occidental dibentuk pada tahun 1810 setelah Prancis menganeksasi Kerajaan Hollandia. Wilayahnya kurang lebih sama dengan Provinsi Groningen dan Drenthe modern. Ibu kota departemen ini terletak di kota Groningen.

Departemen ini terbagi menjadi sejumlah kanton:[1]

Pada tahun 1812, jumlah penduduknya tercatat sebesar 191.100 jiwa.[1]

Setelah kekalahan Napoleon pada tahun 1814, departemen ini menjadi wilayah Kerajaan Bersatu Belanda.
