Joseph Simon Donnelly Sr. (lahir 29 September 1955) adalah seorang pengacara dan politikus Amerika yang menjabat sebagai Senator Amerika Serikat dari negara bagian Indiana pada tahun 2013 hingga 2019. Ia juga pernah menjadi anggota Dewan Perwakilan Amerika Serikat yang mewakili dapil ke-2 Indiana.
Donnelly dilahirkan di Massapequa, New York, dan merupakan lulusan University of Notre Dame.[1]
Donnelly terpilih sebagai senator setelah mengalahkan Richard Mourdock dalam pemilu tahun 2012. Mourdock mungkin kalah akibat komentarnya yang kontroversial mengenai kekerasan seksual .[2][3][4] Pada tahun 2018, Donnelly kembali maju agar dapat memperoleh masa jabatan kedua, tetapi ia dikalahkan oleh calon dari Partai Republik, Mike Braun.[5]
