Kongres Filipina (Filipino: Kongreso ng Pilipinas) adalah badan legislatif nasional Filipina. Badan ini merupakan badan bikameral yang terdiri dari majelis tinggi yaitu Senat, dan majelis rendah yaitu Dewan Perwakilan Rakyat.

Senat terdiri dari 24 senator yang setengahnya dipilih setiap tiga tahun sekali. Setiap senator bertugas selama total enam tahun. Senator dipilih oleh seluruh elektorat (whole electorate) dan tidak mewakili suatu distrik geografis tertentu.

Dewan Perwakilan terdiri dari maksimum 250 anggota kongres. Ada dua jenis anggota kongres: perwakilan distrik dan sektoral. Anggota kongres distrik mewakili suatu distrik geografis tertentu. Setiap provinsi di Filipina terdiri dari paling tidak satu distrik kongres. Beberapa kota juga memiliki distrik kongres, dengan beberapa di antaranya memiliki dua atau lebih perwakilan.
