Lugia (ルギア, Rugia, /ˈluːɡiə/) adalah sebuah spesies Pokémon dalam waralaba Pokemon milik Nintendo dan Game Freak. Dibuat oleh Ken Sugimori, Lugia mula-mula muncul sebagai karakter sentral dalam film Pokémon: The Movie 2000, The Power Of One, dan kemudian dijadikan maskot versi dari permainan video Pokémon Silver dan remakenya, Pokémon SoulSilver, tampil pada gambar sampul dari keduanya, dan muncul dalam permainan. Karkater tersebut kemudian muncul dalam anime Pokémon, berbagai pernak-pernik, produk lepas dan adaptasi cetak dari waralaba tersebut, seperti Pokémon Adventures. Dalam penampilan animasi, Lugia diisi suaranya dalam bahasa Jepang oleh Koichi Yamadera dan dalam lokalisasi bahasa Inggris oleh Eric Rath.
