Perry telah menyatakan bahwa ia telah mengerjakan album sejak dia berumur delapan belas tahun. Selama pembuatan album Perry dikeluarkan dari dua perusahaan rekaman dan dua albumnya tidak jadi dirilis.Selama selang waktu itu, Perry telah selesai menulis sebanyak 70 lagu.Perry berkolaborasi dengan banyak produsen lagu yang terkemuka seperti Greg Wells, Dr. Luke, Dave Stewart, and Max Martin selama pembuatan album ini. Perry menjadi co-penulis pada setiap lagu pada album ini dan telah menghasilkan tiga buah lagu buatannya sendiri.

Berbicara tentang lagu - lagu dialbumnya Perry berkata kalau dia merilis single " Ur So Gay " sebagai sebuah pedahuluan pada album ini: “ "Album ini akan memiliki nbanyak persamaan karakternya [seperti "Ur So Gay"].Akan banyak sekali kisah - kisah, karena liriknya sangat penting buat aku.
