Pemimpin tertinggi biasanya merujuk kepada orang di antara sejumlah pemimpin dari sebuah negara, organisasi atau kelompok lainnya yang diberikan atau dapat memegang sebagian besar – atau seluruh – otoritas terhadapnya.
