Thomas Mifflin (10 Januari 1744 – 20 Januari 1800) adalah seorang pedagang, prajurit dan politikus Amerika Serikat dari Philadelphia, Pennsylvania. Ia menjabat dalam berbagai jabatan saat dan setelah Revolusi Amerika. Beberapa orang mengkualifikasikannya sebagai salah satu Bapak Pendiri. Ia merupakan Gubernur Pennsylvania pertama, menjabat dari 1790 sampai 1799.
