Contractor of Record (also known as CoR, COR, or Contingent Employer of Record) is a third-party service model in which a provider formally engages and manages contingent workers on behalf of a client company, assuming legal responsibility for classification, contracts, compliance, tax filing, and payments, while the client retains day-to-day oversight of the work.[1]
The variety of terms used across the industry — including Employer of Record, Contingent Employer of Record, Agent of Record, Vendor of Record, and Contractor of Record — has created significant confusion among HR and Talent buyers, underscoring the need for clearer category definitions.[2]

true independent contractors, handling classification verification, compliant contract drafting, and payment processing. The worker retains self-employed status throughout the engagement.[5]
The key distinction across all three models is the nature of the employment relationship: EOR creates full employment, Contingent EOR creates a structured employment or engagement layer for temporary workers, and AOR preserves independent contractor status.[1]
