Delta Institute (Template:Lang-nl) is a Dutch think tank focused on digitalisation and innovation policy in Dutch government. The organisation began in October 2023 as Herprogrammeer de Overheid ("Recoding Government"), an initiative of internet entrepreneur Alexander Klöpping and tech entrepreneur Onno Eric Blom, and has operated under its current name since April 2026.[1] The English name is a reference to Jennifer Pahlka's 2023 book Recoding America.[2][3][4][5][6][7]

Founding and manifesto

On 9 October 2023, Klöpping and Blom published an opinion piece in the newspaper NRC, arguing that the Dutch government's IT infrastructure was outdated and that information technology should be treated as a core government responsibility.[8][9] At the same time they released a manifesto, Herprogrammeer de Overheid, calling for better pay and more policy influence for software developers working in government.[10][11] Three days later the piece was already discussed in a debate of the House of Representatives' standing committee on Digital Affairs, where the state secretary promised a written response.[12][13]

On 13 February 2024, the group presented the manifesto to members of that committee.[14][11] On 16 December 2024, committee members published the report Ons Digitaal Fundament ("Our Digital Foundation"), proposing among other things a central Digital Service. According to NOS and iBestuur, the report was produced in cooperation with Herprogrammeer de Overheid, and according to Kathmann, Klöpping and Blom also helped draft the report itself.[3][5][4][15] MP Barbara Kathmann called Klöpping and Blom's manifesto "the stone in the pond" and the starting signal for parliament to press the government for far-reaching IT reforms.[4] Klöpping is a member of the organisation's advisory council.[16][7]

By October 2024, Klöpping and Blom, together with tech expert Edial Dekker (formerly of TravelBird and Eventbrite), had formally established the foundation itself. Alexander Rinnooy Kan and entrepreneur Victor Knaap joined its advisory council, while Rogier Klimbie, Robert Gaal, and Lucas Huyskes became its board. Blom said the foundation needed about one million euros over three years, raised partly through a fundraising dinner attended by figures from the Dutch tech sector. Kathmann said the pair had immediately been "a very welcome support" for her committee. Other reactions were more skeptical: critics accused the pair of oversimplifying a complex problem, of restating points that had already been made many times, of acting out of self-interest, and of trying to drum up new business for the tech sector.[15]

Political impact

In late September 2025, Kathmann introduced a motion asking the government to incorporate the recommendations from Ons Digitaal Fundament into the follow-up to the Dutch Digitalisation Strategy; the motion became one of the starting points for advice later issued on how to set up the digital service.[17][18][19] The coalition agreement of January 2026 announced a Dutch Digital Service, alongside a more competitive pay scale for IT specialists, review of IT projects above five million euros, and centralisation of digital procurement.[20][21] The service launched in the summer of 2026.[22]

National AI Delta Plan

The idea for a National AI Delta Plan originated in the summer of 2025, over dinner with minister Vincent Karremans at the Ministry of Economic Affairs. The plan was drafted by six tech entrepreneurs and researchers, including Blom; the foundation funded part of the work. Karremans received the plan in November 2025.[23][24] It contains 52 recommendations and was developed with input from more than sixty experts.[25][26] According to the newspaper Trouw, the plan was adopted "almost one to one" into the coalition agreement under the incoming Jetten cabinet.[23]

National Agency for Disruptive Innovation

The foundation was one of the external partners in an exploration by the Ministry of Economic Affairs into a National Agency for Disruptive Innovation (NADI), a Dutch counterpart to agencies such as DARPA. Minister Karremans sent the findings to the House of Representatives in February 2026 and left the decision on whether to establish the agency to the next cabinet.[27][28]

Name change

In April 2026, the organisation announced it would continue under the name Delta Institute, with a broader thematic focus.[7] Government documents have used that name since.[29][6] According to the Ministry of Economic Affairs and Climate Policy, the institute focused in 2026 on carrying out several actions from the AI Delta Plan, including developing an ELLIS Institute as a European AI research centre.[29][30] The foundation is based at the Marineterrein in Amsterdam.[31]
