Divya Mittal is an Indian civil servant belonging to the Indian Administrative Service (IAS). A 2013-batch officer of the Uttar Pradesh cadre, she has served as District Magistrate of several districts in the state[1] and is known for rural-development work, including a piped-water project in a long-underserved village in Mirzapur district.[2][3]

Early life and education

Divya is from New Delhi[1] and studied at Delhi Public School, R.K.Puram. She earned a Bachelor of Technology from the Indian Institute of Technology Delhi and a Master of Business Administration from the Indian Institute of Management Bangalore.[4][5] Before entering the civil services she worked in finance in London, with sources describing her role as an options and derivatives trader.[5][2]

Civil services career

Mittal cleared the Union Public Service Commission Civil Services Examination in 2012 , and was initially allotted the Indian Police Service. She sat the examination again and joined the Indian Administrative Service in the 2013 batch, in the Uttar Pradesh cadre.[2][5]

According to the Department of Appointment & Personnel, Government of UP, her postings have included Sub-Divisional Magistrate in Meerut and District Magistrate of Sant Kabir Nagar, Mirzapur and Deoria, among other assignments. She has also held the post of Chief Executive Officer of the Uttar Pradesh Rural Roads Development Agency (UPRRDA).[1] [3][6]

Mirzapur water project and transfer

As District Magistrate of Mirzapur, Divya oversaw the delivery of piped drinking water to Lahuria Dah, a hilltop village on the Uttar Pradesh–Madhya Pradesh border that had lacked a reliable water supply for decades. The connection, laid under the Jal Jeevan Mission, became operational in late August 2023.[7][8] Within days of a small inauguration ceremony, Divya was transferred to Basti district and later placed on a waiting list. The timing, following complaints over alleged protocol lapses at the event, drew public discussion and comment from residents.[7][8]

Deoria

Divya became District Magistrate and Collector of Deoria in 2024.[1][3] In Deoria she is associated with an anti-encroachment drive described in local reporting as "Operation Kabza Mukti", aimed at reclaiming illegally occupied government land.[6]

Public profile

Divya maintains an active presence on social media, where she shares guidance for civil-services aspirants and commentary on governance and work–life balance, and has a substantial following.[5][6]
