Dr Muhammad Babar Chohan is a Pakistani civil servant, author, and diplomat. He serves in BS-19 grade as Pakistan’s Trade and Investment Counsellor to Brazil and is an officer of the Inland Revenue Service.

Chohan qualified through the Central Superior Services (CSS) examination and was part of the 29th Common Training Programme (CTP). He was allocated to the Inland Revenue Service.

He has held various postings across Pakistan. His initial posting was as Assistant Commissioner (Inland Revenue) in Kamoke. He later served as Deputy Commissioner (Inland Revenue) in Lahore and Gujranwala, Additional Commissioner (Inland Revenue) in Lahore and Karachi, Secretary (Modernization and Reforms) at the Federal Board of Revenue headquarters in Islamabad, and Additional Director (Intelligence and Investigation – IR) in Lahore. He also served as Commissioner (Withholding Taxes) in Gujranwala.

In March 2024, he was posted as Pakistan’s Trade and Investment Counsellor to Brazil.^[1]

Chohan has served in trade diplomacy as Trade and Investment Counsellor at the Embassy of Pakistan in Brazil, based in São Paulo.^[2][3]

In this role, he has been responsible for promoting Pakistan’s exports, facilitating investment, and strengthening bilateral economic relations between Pakistan and Brazil.

He has participated in official meetings and engagements with Brazilian institutions and business stakeholders aimed at enhancing trade cooperation.^[4][5]

Chohan holds a Doctor of Philosophy (PhD) in Economic Planning from Massey University, Palmerston North, New Zealand. He also holds a Master of Arts (MA) degree from the International Institute of Social Studies (ISS) of Erasmus University Rotterdam, The Hague, Netherlands.

Chohan is the author of academic and policy-oriented works. His publications include:

He has also contributed opinion articles on economic and policy issues to Pakistani media, including the Express Tribune.^[8]

In his diplomatic capacity, Chohan has taken part in institutional and business engagements in Brazil, including meetings with regional authorities and participation in discussions on trade and investment cooperation.
