EN 280 is a European harmonised standard published by the CEN that specifies design, calculation, examination, and test requirements for mobile elevating work platforms (MEWPs). The current version is EN 280:2013+A1:2019, with a related supplementary part EN 280-2:2022 covering design and use requirements for additional accessories.[1]

The standard applies to all MEWPs intended to lift personnel to working positions where they are carrying out work from the platform, including scissor lifts, boom lifts, mast lifts, and self-propelled aerial work platforms.[2]

EN 280 is recognised under the Machinery Directive 2006/42/EC of the European Union and constitutes a harmonised standard: equipment compliant with EN 280 is presumed compliant with the relevant essential health and safety requirements of the directive.[3]

Classification of MEWPs under EN 280

EN 280 classifies MEWPs along two dimensions:

By motion type:

  • Type 1: platform stationary while elevated; the unit may be moved with the platform fully lowered.
  • Type 2: travel with the platform raised is controlled from a point on the chassis.
  • Type 3: travel with the platform raised is controlled from the platform.

By occupancy and configuration:

  • Group A: single-occupant platforms positioned vertically above the chassis tip-line.
  • Group B: platforms that may extend beyond the chassis tip-line, typically multi-occupant.

A 5-metre indoor mast lift is typically classified as Type 1 / Group A: stationary while elevated, single occupant, drivable only at low platform height. A self-propelled boom lift is typically Type 3 / Group B.[4]

Safety requirements

EN 280 mandates the presence of:

  • A platform guard rail system on all open sides.
  • A harness anchor point inside the platform.
  • An emergency stop button on the platform controls and on the chassis controls.
  • An emergency lowering mechanism, typically a manual valve allowing controlled descent without electrical power.
  • Stability calculations covering both stowed and elevated configurations under specified wind, slope, and load cases.
  • Periodic inspection requirements, generally on an annual basis, conducted by competent persons.

The standard also specifies markings, operator manual content, and the verification protocol that manufacturers must complete before placing equipment on the European market.

History

EN 280 was first published in 2001 and has been revised to reflect changes in machinery directive requirements and operational practice. The 2013 revision incorporated lessons from incident data collated by IPAF and member-state workplace safety authorities. The A1:2019 amendment updated requirements for control system safety and harmonised the standard with ISO 16368.[5]

Relationship to other standards

EN 280 is the European regional adoption of, and is broadly aligned with, ISO 16368, the international standard for MEWPs. The two are not fully identical: EN 280 includes additional provisions specific to the European Union machinery directive framework. Manufacturers selling globally typically certify to both.
