Governa AI is an Australian tech firm headquartered in Melbourne that creates artificial intelligence-enabled compliance risk management tools for the ageing care industry. Key elements of the platform include its core compliance infrastructure called Governa Connect which maps organisational Compliance policies to the Strengthened Aged Care Quality Standards; and Norma, a multilingual AI-based assistant that can respond to questions posed by staff in more than 50 languages.
History
Governa AI was created over six months by 9byte a software development service provider located in Australia. 9byte provides a more detailed description of how the platform was created using the modern technology stack of React.js, TypeScript, .NET 8+ Python, LangGraph, Swift and Kotlin.[1] Governa AI launched a new tool called Norma in 2025, which is a conversational artificial intelligence (AI) interface for aged care workers.[2][3]
Operations
As an integration partner for the aged care sector, Governa AI works with aged care facilities to connect all of the different administrative systems that they use.
Governa Connect
The Governa Connect platform is a core component of their integration capability. The Governa Connect platform provides an infrastructure that connects medication management, incident reporting, and rostering software into one integrated user interface. The ability to restrict the retrieval of data to only internal facility policies and regulatory documents is an important feature of the Governa Connect platform to minimize the creation of inaccurate information that exists due to the nature of public AI models.[4][2]
Norma
Norma is an AI solution that allows users to query internal facility policies as well as resident information. Norma also provides the ability to conduct text-based conversations supporting over 50 different languages. The Norma solution has modules that map a provider's internal policies against government quality standards, which can help identify missing evidence for accreditation audits.

Modules are included in the software that will allow the mapping of internal policies to government quality standards and to help locate missing evidence for accreditation audits.[5]
Security and privacy
Role-based access control is used by the platform to restrict user permissions. The encryption of all personally identifiable information (PII) protects resident data from being accessed by anyone other than the authorized user.
