Isa Garba Halidu FNIA (born 15 September 1961) is a Nigerian Architect and Administrator who currently serves as the Borno State Honourable Commissioner of Reconstruction, Rehabilitation & Resettlement. He previously served as Director of Infrastructure in the Federal Ministry of Finance, Budget & National Planning. He also served as a pioneer director in the governing board of the NEDC.
Born in Kwajaffa, Biu Emirate in 1961, Halidu pursued higher education in the prestigious Ahmadu Bello University and University of Maiduguri. Before stepping into his state-level executive leadership role in Borno State, he built a significant portion of his professional career within the federal civil service.
Early life and education
Isa Garba Halidu was born into a muslim to Halidu and Amina. Halidu attended Kwajaffa Central Primary School, Kwajaffa from 1966 to 1972, and then to Government College Miaduguri from 1973 to 1977. He then went on to study architecture in Ahmadu Bello University to earn a BSc and MSc from 1979 to 1982 and 1982 to 1984. He then went to University of Maiduguri where he earned another MSc in Industrial Relations from 1997 to 1999.
Career
Halidu started his with the Borno State Civil Service and worked from 1985 – 2007 rising to the post of Director Housing Seconding after his appointment as Technical Adviser (TA) to the then Honourable Minister of National Planning Commission [NPC] from 2007 to 2008. Halidu then Transferred Service to the National Planning Commission in January, 2009 as Assistant Director to become Director of Infrastructure in the now Federal Ministry of Finance, Budget and National Planning in January 2017 until his retirement in September 2020.
Personal life
Halidu is married with children and is a devout muslim.
Work experience
Re-Design and supervision of the Palace of Shehu of Borno in 1987/1988. Focal Architect for the Beautification of Maidudguri including Entrances Gate and roundabouts from 1988/89 and also the schedule Architect for projects in all the local governmentsand chieftancy in Borno and Yobe States 1983-1990. Supervised construction of Political Party Offices:- Borno/Yobe 1989/90. Appointed Resident Architect for completion of the Five Star Maiduguri International Hotel from 9991 – 1997. Coordinated Design/Construction of about 2,500 houses between 2000 - 2007 in Borno State. Re-designed /Supervised construction of Palaces of the Shehu of Borno from 1987-19990 and the Emirof Bama and Emir of Biu in Borno State from 2006 – 2007.
Honours and awards
1. Registered as full member by the Nigerian Institute of Architects [NIA] and Architect Registration Council of Nigeria [ARCON] in 1993 and 1997(MNIA, FARCON).
2. Awarded as best Architect in Borno Civil Service in 1988
3. Outstanding Service Award by the Nigerian Institute of Architect (NIA) in 2005.
4. Awarded Fellow of the Nigerian Institute of Architect (FNIA) in 2010.
5. Appointed Council member of the Architect Registration Council of Nigeria (ARCON) from 2007-2010, 2018-2021 and 2021-2024.
6. Elected Chairman Nigeria Institute of Architect Borno & Yobe chapter 1998-2004 and council member of NIA 1998 -2007
7. Appointed member Nigeria vision NV20 2020Technical Working Group(TWG) for Housing and Urban Development in 2009.
8. Member, Development of the National Integrated Infrastructure Master Plan 2014-2043 in 2013-2014.
9. Coordinated Operations and Review of the National Integrated Infrastructure Master Plan [NIIMP ] 2014 – 2043 in 2019-2020.
10. Appointed Anchor of Infrastructure Technical Working Group [TWG] of Nigeria National Development Plan (NDP) and Agenda 2050 in 2020
11. Appointed member of the Board of the North East Development Commission,
2019-2020 to represent the Ministry of Budget and National Planning.
12. Appointed Project Development Consultant to The North East Development Commission from December 2020 - Present
