Northern Ohio Educational Computer Association (NOECA) is a nonprofit educational technology consortium based in Sandusky, Ohio. It provides computer networking, data management, student information systems, fiscal services, professional development training, and technology support services to school districts throughout northern Ohio, both public and private. NOECA is part of the state's network of Information Technology Centers (ITCs), which operate to deliver statewide technology and data systems for schools.

The organization operates under the governance of the NorthPoint Educational Service Center, which provides administrative oversight and regional coordination.

History

In the early 1970s, several regional computer centers in Ohio independently provided data processing services to school districts, operating on incompatible systems that limited resource sharing. To address this, the Ohio General Assembly passed legislation directing the State Board of Education to regulate the leasing and purchase of data processing equipment and later established a uniform accounting standard for school districts. These initiatives, along with advances in computer technology, led to the creation of the Ohio Educational Computer Network (OECN) in 1979, funded with $7.1 million to support statewide school computing and reporting systems.

The Northern Ohio Educational Computer Association (NOECA) began online operations in December 1980 following months of planning by local districts. Initially serving 27 districts across six counties, NOECA has since expanded to 49 districts in seven counties. Its services have grown from basic financial accounting to include payroll, personnel, student administration, special education reporting, library automation, and Internet access. NOECA's Information Technology Center, located in Sandusky, Ohio, manages the consortium's main data systems, allowing districts to connect remotely and share computing resources efficiently.[1]
