Samuel Mellinger (1914-1966) was an American attorney in Emporia, Kansas. As a Republican Party officer, his contributions to Kansas civic culture are memorialized by the Samuel Mellinger Scholarship, Leadership and Service Award, conferred annually upon on a graduate of the Kansas University School of Law.[1]
Early life and education
He was a 1938 graduate of the Kansas University School of Law and had attended the College of Emporia before receiving his bachelor's degree from Kansas University.[2]
Political career
Mellinger was elected twice as Lyon County Attorney and served in the Kansas House of Representatives from 1955 to 1956. He was state Republican Party Chairman from 1958 to 1960 and was Republican National Committeeman from 1964 until his death in 1966. He had chaired the 1964 Kansas Delegation to the Republican National Convention in 1964 and was a member of the Republican National Committee Executive Committee at the time of his death.[2]
Intraparty controversy

Mellinger's bid to become Republican National Committeeman generated an intraparty feud when Kansas Governor John Anderson Jr., whose second term ended in 1964, challenged Mellinger's candidacy. Kansas newspaper editors, including William Lindsay White of the Emporia Gazette, and Dolph Simons Jr. of the Lawrence-Journal World, took up Mellinger's cause and criticized the governor's disloyalty to Mellinger, who, as Republican State Finance Chairman had raised money for Anderson's two gubernatorial elections.[3]
Civic impact
Mellinger is credited as "one of the king-makers for several years" in Republican politics. "Often this clout was useful to Emporia, as indicated by his role in turning the route of I-35 toward Emporia instead of allowing it to bend south at Ottawa. Mellinger was powerful without being overbearing and was generally respected among lawyers and other citizens of Emporia."[4][5] Kansas Congressman Bob Dole remembered Mellinger in remarks on the U.S. House floor on Aug. 11, 1966: "Sam Mellinger not only loved politics, but greatly influenced politics and political activity throughout Kansas and the nation."[6]
