Wikipedia doesn't seem to have a description, or a page on fsutil, which is linked to Diskpart. Microsoft does, made in 2018 https://docs.microsoft.com/en-us/windows-server/administration/windows-commands/fsutil. It is stated: "Although theoretically it is possible to create in Windows NT 4.0 / 2000 / XP on removable drives such as flash drives or memory cards for example during system installation." This is not a complete sentence. It appears to lack an object for the action "to create." Also, what is the theory that posits this possibility? Was the possibility documented by Microsoft, or is it an assumption or speculation based on using the utility on these operating systems?

It is theoretically possible to create what? Partitions? It appears that's what was meant. There have been fairly recent edits on this. I'll hold off for a few weeks to allow comments. If there are none, I'll make that correction.

Maybe the author meant "disks," as his next sentence refers to "such disks."

Then there is the statement "And it completely blocked the ability to view and create partitions from Windows Vista to Windows 10." Should this read "Windows 10 cannot view partitions created on Windows Vista?"

I have never run diskpart on Vista, but it seems likely that if Windows 10 cannot view a partition "from" Windows Vista, it can't modify it in any way. I don't understand how Windows 10 could create a partition "from" Windows Vista; maybe I don't understand what that was meant to mean.
