Can you change “Latest Preview”?

You don't change it in the infobox, you change it in the template for the release, by clicking on the [±] box for "Last Preview". See this edit as an example; for iOS, iPadOS, and macOS, there's also a template for the OS as a whole, which should also be edited to match, as per this edit.
