I changed the statement back to the original version" In smaller libraries, where the foundations of organization and operation are already established, they may serve as the library manager." to avoid potential stigma on library technicians. While it is true that library technicians are often hired to subsitute librarians because of budgetary restrictions, it is not likely to be the only reason. By claiming that as the universal truth makes it sound like the library technicians, as a library manager, are the second-best choice.
In fact, the library technicians do not only handle clerical works in the library. As paraprofessionals, library technicians are often put into the same category as clerks, but we are not clerks. In fact, people often forget that the existence of library assistant ( library worker who owns a B.A. but not library and information technician (LIT) diploma), circulation clerk ( staff who does not necessary receive formal training), and library technicians.
