The long pause

Static can be argued to have obscured the "a". But it did not cause the long pause after the second "One". Static did not cause him, in a disappointed, and exasperated tone to rush through "giant leap for mankind" The actual quote should note the pause. The quote, as heard, is "That's one small step for man, one (pause) giantleapformankind". The tone of the second "one" is linguistically consistent with the intention to say the next word with emphasis. The intended line was "One small step for a man. One giant leap for mankind".

linguistic indicators in what he actually said are that he had rehearsed the line, and dropped the "a" in rehearsals too. The line is a linguistic tongue tripper. Few can say the line just five times without dropping the "a" at least once. Most people when they drop the "a" having rehearsed it, and dropping the "a" in rehearsal, will also pause after dropping it. Armstrong's admission that after listening to recordings of it he may have dropped the "a" is inconsistent with the pause. He knew he had dropped the "a" at the time causing him to pause. Running through the rest is not something he would forget.
