Issues
AFAIK, the "common" part of the PCC reflects the fact that at PCC multiple customers (not necessarily consumers) can be connected to the grid. Something like a street where multiple driveways are attached, “the point on a distribution system, electrically nearest to a particular customer or installation, at which other customers or installations are, or could be, connected”.
