5.Be3 Qf6 6.c3 Nge7 7.Bc4 Ne5 8.Be2 Qg6 9.O-O Qxe4?!
On principle this pawn grab looks like a bad move because Black is behind in development and shouldn't be opening up lines, but the refutation is not clear. I have reverted the edit by the IP changing 10.b4 to 10.Nb4 because 10.Nb4 is not legal. Possibly they intended 10.Nb5, but I'm not convinced that this is the best move either because Black has definite compo for the exchange after 10...Bxe3! 11.Nxc7+ Kd8 12.Nxa8 Bf4. I'd have thought 10.Nd2 as in (Max Judd—Eugene Delmar, US Congress 1880 was best here... does anyone have a good book on the Scotch (e.g. Gary Lane), and if so what is recommended against 9...Qxe4? Should this be merged back into the main Scotch Game page due to its short length? See Talk:King's Gambit for relevant discussion about splitting, but this page merging in would result in no excessive header nesting, unlike the situation with the King's Gambit section Classical Variation.
