The correct way to make a proper noun ending in "s" possessive is by adding an apostrophe-s. Arkansas has recently passed a bill declaring that the possessive of Arkansas is "Arkansas's". Texas doesn't appear to have noticed this, but the Miss Arkansas Outstanding Teen official web site has removed the apostrophe to avoid confusion. I hesitate to modify the "template" to include individual exceptions, but it should not have an apostrophe for the Arkansas entry. Any suggestions? Well... actually the website [1] currently contradicts itself. It shows Arkansas' at the top of the page and it shows it without the apostrophe above the picture, so I'm not convinced yet. While the state can pass a bill, it is really a non-binding resolution that no one is required to follow. Terribly sorry about the cut-and-paste. I can see how losing the history would be bad. On the spelling: it's straight out of Strunk and White, legislature or not. Aw heck, the header graphic on the official site had no apostrophe when I looked April 4th, it looks like they put it back in with a sight redesign on April 21st judging by HTTP headers and document dates. And their press releases and contracts disagree, etc, etc. Would calling or emailing the officials for clarification be considered original research? When is the pageant scheduled for? I imagine it will sort itself out eventually. As long as the redirect is there no one should have trouble finding the article, and while I do agree that it is important for it to be right. If we have to wait a short time to find out that won't really hurt much.
