No reference given for regional divisions, Berkeley mentioned but does correspond to changes made:

Yes it was based on the 2014 wind tech. market report. But I had made several mistakes. Namely
West Va and Maryland were in Northeast instead of southwest and
Interior was labelled Central Plains.
I also had combined Great Plains and Northeast. Does not meet Wikipedia:Verifiability. Changes remain inconsistent with cited reference.
