Mirzakhan Mansimov is a well-known specialist and scientist in the field of hydrometeorology, climate change and ecology, Doctor of Geographical Sciences.
Mirzakhan Rzakhan ogly Mansimov was born in 1960 in the village of Karachala Salyan district. In 1982 he graduated from the Faculty of Geology and Geography of Azerbaijan State University (now BSU). He began his career as a hydrological engineer at the State Hydrometeorological Service of Turkmenistan. In 1984, he entered graduate school (Laboratory of Remote Methods) of the Institute of Deserts of the Academy of Sciences of Turkmenistan. In 1989 he defended his Ph.D. theses in the specialty “Environmental protection and rational use of natural resources.” He was awarded prizes from the USSR State Committee for Hydrometeorology and the badge “Excellent Worker of the USSR Hydrometeorological Service.” He took an active part in research within the framework of all-Union scientific programs on the restoration of the Aral Sea, the problem of the Caspian Sea (closure of the Kara-Bogaz-Gol Bay), etc. In those years, he actively participated in the study of all water bodies of the Aral Sea basin together with his colleagues from the Central Asian Scientific Research Institute -Research Institute of Hydrometeorology (Tashkent) and State Institute of Hydrology (St. Petersburg). In 1989-1992, he worked as deputy director for scientific work at the Aerospace Research and Production Center of Turkmenistan, leading studies of flood risk, the dynamics of rivers and reservoirs, the Kara-Bogaz-Gol Bay, land resources, and desertification problems.
In 1992, he was invited to Azerbaijan, to the State Committee for Hydrometeorology, in 1992-1993 he organized the Caspian Hydrometeorological Center and became its director, and in 1994-2001 he worked as deputy chairman of the committee. At the same time, he was a consultant on hydrology to the World Meteorological Organization (WMO) and a country representative in the UNESCO Oceanographic Commission (1994), national coordinator of the United Nations Convention on Climate Change (UNFCCC) - (1995-2001). He is also the initiator and author of the “Comprehensive Program for Hydrometrology and Environmental Monitoring of the Caspian Sea” (CASPAS) within the framework of the Ministry of Defense (1993-1997) and was the organizer and project manager of the First National Communication on Climate Change . . He led the discussion and adoption in the Milli Majlis (parliament) of the UN Climate Convention, the Kyoto Protocol and the law on hydrometeorology. He was a participant in the Conference of the Parties to the UNFCCC COP2 (1996, Bonn), COP3 (1997, Kyoto), COP5 (1999, Bonn), COP6 (The Hague, 2000)), represented the country and took part in the negotiation process. Participated in the adoption of the Kyoto Protocol in Quito (Japan).
In 1997-2000, for the first time in the world, under his leadership, expeditions on isotope hydrology were carried out in the deep-sea depressions of the Caspian Sea by a joint team of the University of Paris, the UNESCO Oceanographic Commission, and the Oceanological Laboratory of Monaco. IAEA and representatives of the Caspian countries within the framework of the scientific program “ Coprnicus ” of the European Union. The goal is to study, using natural isotopes, the age of bottom sediments and water molecules in the sea depths (700-1025 m), as well as in the Kara-Bogaz-Gol lagoon and large rivers flowing into the sea, to identify changes in the level of the Caspian Sea over the past 20 thousand years (with an accuracy of 5-10 years).
In 2001-2003, as an independent international expert, he participated in projects of the United Nations Environment Program (UNEP), the Global Environment Facility (GEF), OSCE, UNOP related to water resources, climate change and environmental problems of the countries of the region (Azerbaijan, Georgia, Turkmenistan, Kazakhstan and Uzbekistan).
In 2004-2008, he worked as director of the department of international relations and projects at the Institute of Radiation Problems of ANAS.
In 2008, he worked as the chief adviser on environmental issues in the Cabinet of Ministers of the Republic of Azerbaijan.
In the subsequent period and to the present day, M.R. Mansimov works as the General Director of the Research and Consulting Company “ Iqlim ”, manages the development of scientific, technical and engineering projects. To date, he has carried out high-quality implementation of more than 90 projects in the field of hydrology and water resources, the consequences of climate change, cleaning up polluted lakes and soils, assessing the impact on the natural and socio-economic environment in various fields. sectors.
M.R. Mansimov is a member of the Azerbaijan Geographical Society, the American Institute of Hydrology and the European Union of Geosciences. He is the author of more than 60 scientific articles in scientific journals and collections published in different countries (Turkmenistan, Uzbekistan, Russia, France, Germany, Iran, Turkey, Georgia, Cyprus, Sweden, the Netherlands, etc.).
