This should be a section talking about how states and cities collect data.

Nine states currently require police to report information on all their traffic stops, including the race or ethnicity of the drivers.[1]

California is phasing in by 2023 - is data available only on city portals? For example: Sacramento, San Deigo, San Francisco, etc.
