Tom, this is an interesting but very broad topic. Also, there is already a fairly extensive Wikipedia entry on this topic (titled "Concentration of media ownership") that covers the policy issues and US policy, although only until 2007. That existing article could be updated but that would be less than a full term project load. One option would be to update the existing article and to add additional sections on one or two aspects of the discussion (e.g., localism, which would tie-in with an article on "community radio"). Another option is to pick a somewhat different topic (e.g., concentration in online media).
