Sir Thomas Jewell Bennett, prima di entrare in Parlamento, fu uno scrittore di punta del The Standard, e visse in India per molti anni lavorando alla Bombay Gazette prima di divenire editore e principale proprietario del Times of India. Bennett tornò in Inghilterra nel 1901 e nel 1910 si candidò senza successo alle sue prime elezioni parlamentari, perdendo a vantaggio di Alfred Gelder all'epoca del People's Budget di David Lloyd George e Herbert Henry Asquith.
Hilton Young fu Segretario di Stato alla Salute tra il 1931 ed il 1935; il portafoglio della salute, all'epoca, comprendeva competenze sulle abitazioni, l'eliminazione delle baraccopoli e la risistemazione.
