苏里南中央银行（荷蘭語：Centrale Bank van Suriname，简称CBvS），设立於1957年4月1日^[3]，系苏里南共和国之中央银行，其总部设於苏里南共和国首都巴拉馬利波^[2]。现任行长为吉尔摩·霍夫德拉德，他於2010年9月开始任职^[4]。

历史

苏里南最早於1679年作为荷属圭亚那时期已经开始有金属币流通於民间交易。但是后来殖民地当局逐渐发现使用金属币来进行交易，成本十分高昂。于是在1757年开始，当局发行了一种记述有面值、印章及签名的纸质“卡牌”来作为货币。而在那段时期里，也有一部分从宗主国荷兰越洋船运过来的货币在流通，不过以这些方式来发行货币对当局而言都显得十分繁琐。
到了1829年，殖民者於巴拉馬利波成立了（荷属）西印度银行（英語：West-Indische Bank）来发行货币，但不幸地，该银行只运作到1848年便宣布解散。不久后於1863年，当地废除了奴隶制，劳动人口大幅增加，经济也随之大幅增长。此时一个货币发行机构的成立势在必行。于是於1865年1月19日荷兰人西蒙·阿本达农（Simon Abendanon）利用私人资本在当地设立了苏里南银行（荷蘭語：De Surinaamsche Bank，简称DSB），以作为当地的准央行机构，开始发行货币。
二战後，在聯合國之決議輔導之下荷属圭亚那於1954年被荷蘭規劃為一個海外自治省，蘇利南獲得自治權後，貨幣體系隨之需要改變。到了1956年，自治政府发布了《1956年中央银行法案》（荷蘭語：Bankwet 1956）^[6]。翌年1957年4月1日，蘇利南中央銀行正式成立，并依法接管了蘇利南銀行之貨幣發行權。后来苏里南於1975年11月25日正式脱离荷兰独立，而苏里南中央银行一直沿袭至今。^[7]

目标与职能

目标

苏里南中央银行作为苏里南共和国之货币最高主管部门，并作为金融业之监管人。其核心目标是通过货币政策及外汇储备积累等行为，维护苏里南元之购买力^[8]。

职能

根据苏里南共和国《1956年银行法案》（Bank Act of 1956）之规定，苏里南中央银行被分配履行之职能有^[9]：

保持国家货币苏里南元之价值稳定；
维系苏里南元在国内之流通并逐步推广非现金支付；
促进银行业与信贷业稳健发展；
监管银行业、信贷业、保险业与外币兑换业务；
推动苏里南之外贸交易发展并使之更加便利；
促进苏里南之国家经济均衡发展；
