俳優のルピタ・ニョンゴがコンペティション部門の審査員長に任命された[2][3]。この年のベルリン国際映画祭は、カルロ・シャトリアンとマリエット・リッセンベークが2023年に解任された後、最後に担当する映画祭となった[4]。オープニング作品としてティム・ミーランツ監督の『Small Things like These』が上映された[5][6]。
ベルリン国際映画祭のディレクターであるマリエット・リッセンベークとカルロ・シャトリアンは、極右政党「ドイツのための選択肢」（Alternative for Germany、AfD）の代表を映画祭のオープニングセレモニー・ガラに招待しなかった[14][15][16]。この決定は、移民受け入れに反対する同党の声明をめぐるさらなる論争に続くものだ。200人を超えるドイツの文化産業関係者が、この招待に憤りを示す公開書簡に署名した[17][18]。
ベルリン国際映画祭とドイツは別の大量虐殺に加担していると主張する抗議者たちが、2024年ヨーロッパ映画見本市で「Lights Camera Genocide」の横断幕を広げた。
2月25日にベルリナーレ・パラストで開催されたクロージング・ナイトのセレモニーでは、金熊賞受賞者のマティ・ディオップや、『No Other Land』を制作したパレスチナとイスラエルの映画監督バセル・アドラ、ハムダン・バラル、ユヴァル・アブラハム、レイチェル・ゾールをはじめ、レッドカーペットや受賞スピーチの際にパレスチナ寄りの発言や抗議が多数行われた[27]。パノラマ部門に結びつけられたインスタグラムのアカウントは「私たちの沈黙が、イスラエルによるガザでの継続的な大量虐殺とパレスチナの民族浄化に加担することになることを認める」[28]と映画祭主催者の公式にあたる声明を発表し、加えて「未解決のナチスの過去から大量虐殺の現在に至るまで、私たちは常に歴史の間違った側にいた」と語っている[29]。その数分後、本祭のインスタグラムのメインアカウントは、パノラマのアカウントはハッキングされたものであり、投稿は「ベルリン国際映画祭の立場を代表するものではない」と述べ、「不明な人物に対して刑事告発を行う」計画を発表した[29]。
最優秀ドキュメンタリー賞を受賞した『No Other Land』は受賞スピーチにて、ユヴァル・アブラハムはパレスチナ人の共同監督バゼルについて次のように述べた。 「私は文民法の下にあり、バーゼルは軍事法の下にある。私たちは互いに30分の距離に住んでいるが、私には選挙権がある。バーゼルには選挙権がない。私はこの土地で好きな場所に自由に移動できる。バーゼルは、何百万人ものパレスチナ人と同じように、占領されたヨルダン川西岸地区に閉じ込められている。私たちの間にあるこのアパルトヘイトの状況、この不平等を終わらせなければならない」[30]ベルリン市長であるカイ・ヴェグナーをはじめとするドイツの政治家は、閉会式での発言を「反ユダヤ主義的」だとして憤りをあらわにした[29]。ドイツのクラウディア・ロス文化相は、ふたりのスピーチで拍手したことを批判されたが後に、映画制作チームのイスラエル人ハーフに拍手しただけだと主張し、「ベアーズ・セレモニーでの発言は、衝撃的なほど一方的で、イスラエルに対する深い憎悪によって特徴づけられていた」と宣言した[31][32]。同映画祭は主にドイツ政府から資金援助を受けているが[33]、主催者は「映画製作者の発言は独立したものであり、法的枠組みを尊重する限り受け入れられるべきだ」と述べた[34][35][36]。授賞式後、アブラハムは、反ユダヤ主義者と呼ばれた後、イスラエル右翼の暴徒が彼の家族を脅したと述べ、次のように述べた。 「停戦を支持する私のようなイスラエル人を黙らせるために、ドイツ人がこの言葉を悪用することは...反ユダヤ主義という言葉の意味を空虚にし、世界中のユダヤ人を危険にさらすことになる」[37]。
