2025 Bulacan local elections
Local elections will be held in the province of Bulacan on May 12, 2025 as part of the 2025 Philippine general election. Bulacan is one of the eighty-two provinces of the Philippines participating in the election while conducting their own local elections from the provincial-level to the municipal-level of officials. Bulacan has six legislative districts that encompass most of its municipalities and cities, the lone exception of San Jose del Monte which is its own legislative lone district. Gubernatorial and Vice Gubernatorial electionThe candidates for governor and vice governor with the highest number of votes wins the seat; they are voted separately, therefore, they may be of different parties when elected. GovernorIncumbent Governor Daniel Fernando will run for his third and final term against former governor and political ally Wilhelmino Sy-Alvarado, and former Meycauayan City vice mayor Salvador Violago.[1][2]
Vice GovernorIncumbent vice governor Alex Castro will run for his second term against 2022 Meycauayan City mayoral candidate Elmer Paguio.
Congressional electionsEach of Bulacan's six legislative districts and the lone district of San Jose del Monte will elect each representative to the House of Representatives. The candidate with the highest number of votes wins the seat. 1st DistrictIncumbent Representative Danilo Damingo is running for his second term against term-limited board member Allan Andan.[2]
2nd DistrictIncumbent Tina Pancho will run for her second term as representative.
3rd DistrictIncumbent Lorna Silverio is term-limited and unable to run for a new term; her son, Victor, will run for her seat instead. He will face incumbent San Rafael mayor Cholo Violago.
4th DistrictIncumbent Linabelle Villarica will run for her second term against Marilao councilor Andre Santos.
5th DistrictIncumbent Ambrosio "Boy" Cruz will not run for a second term, instead switching places with his daughter, incumbent Guiguinto mayor Agatha Cruz.
6th DistrictIncumbent Salvador Pleyto will run for his second term as representative.
San Jose del MonteIncumbent Florida Robes is term-limited and unable to run for a new term; her husband, incumbent mayor Arthur, will run for her seat instead.
Sangguniang Panlalawigan electionsAll 6 Districts of Bulacan will elect members of the Bulacan Provincial Board. All districts send two board members each. Election is via plurality-at-large voting; a voter can vote up to the maximum number of board members his district is sending. With the Supreme Court ruling, the lone district of San Jose del Monte will no longer be part of the 4th district, and will send 2 members on the board.[3] 1st DistrictIncumbent Board Member Allan Andan is term-limited, and will run for representative instead; incumbent Mina Fermin will run for her second term.[2]
2nd DistrictIncumbent Board Members Pechay dela Cruz and Dingdong Nicolas will be running for their third and second terms, respectively.
3rd DistrictIncumbent Board Member Nono Castro is running for his third and final term; incumbent Board Member Aye Mariano is running for his second term.
4th DistrictWith the recognizance of the lone district of San Jose del Monte in the provincial board,[3] no incumbent members will be running in this district.
5th DistrictIncumbent Board Members Ricky Roque and Teta Mendoza will run for their second terms.
6th DistrictIncumbent Board Members Jay de Guzman and Art Legaspi will run for their second terms.
San Jose del MonteIncumbent Board Members Jon-jon delos Santos and Allen Baluyut will run for their third and second terms, respectively.
City and Municipal electionsThe candidates for mayor and vice mayor with the highest number of votes wins the seat; they are voted separately, therefore, they may be of different parties when elected. 1st DistrictMalolosIncumbent City Mayor Christian Natividad will be running for his second term unopposed.[2]
Incumbent City Vice Mayor Migs Bautista will run for his second term against former mayor Bebong Gatchalian.
BulakanIncumbent Mayor Vergel Meneses is running for his third and final term against former mayor Patrick Neil Meneses.
Incumbent Vice Mayor Aika Sanchez will run for her second term.
CalumpitIncumbent Mayor Lem Faustino is running for her second term against former vice mayor Aboy de Belen.
Incumbent Vice Mayor Zar Candelaria will be running for his second term.
HagonoyIncumbent Mayor Baby Manlapaz will not seek re-election; her husband, former mayor Amboy, will run in her place. Among his opponents are incumbent Vice Mayor Charo Sy-Alvarado, councilor Tina Perez and former councilor candidate and barangay captain Kenneth Bautista.
Incumbent Vice Mayor Charo Sy-Alvarado will run for the mayoralty post, and has nominated councilor Millord Cruz for her seat. He will face former mayoral candidate Jhane dela Cruz, barangay captain Mila Lacap and Lawyer Mildred "Dred" Ople, a relative of former Senator Blas Ople, former DMW Secretary Susan "Toots" Ople and former Mayor Felix "Toti" Ople.
PaombongIncumbent Mayor Ann Marcos is term-limited and unable to run for a new term; her son, Mac, will run in her place instead. He will face incumbent Vice Mayor Emelita Yunson.
Incumbent Vice Mayor Emelita Yunson will run as Mayor. The vice mayoralty post will be contested between incumbent councilors JC Castro and Marcy Ong.
PulilanIncumbent Mayor Maritz Montejo is term-limited and unable to run for a new term; she nominated municipal ABC chairman Dennis Cruz for her post. Among his opponents is incumbent Vice Mayor RJ Peralta.
Incumbent Vice Mayor RJ Peralta will run as Mayor; his party selected Atty. Imee Cruz as their Vice Mayoralty candidate. Cruz's opponents is former vice mayor Rec Candido and incumbent councilor Atorni Gilbert Muñoz.
2nd DistrictBaliwagIncumbent Mayor Ferdie Estrella is term-limited and will run as vice mayor instead; his mother, Sonia, will run for his post. Among her opponents are incumbent Vice Mayor Madette Quimpo, former vice mayor Cris Clemente, and former mayor Lando Salvador.
Incumbent Vice Mayor Madette Quimpo will run for Mayor instead. Vice Mayoralty race will now be disputed by incumbent Mayor Ferdie Estrella and councilor Mabel Pascual.
BustosIncumbent Mayor Francis "Iskul" Juan is running for his third and final term and will be up against former mayor Arnel Mendoza and former vice mayor Loida Rivera.
Incumbent Vice Mayor Martin Angeles will run for his second term against councilor Niña Perez.
PlaridelIncumbent Mayor Jocell Vistan will run for her second term.
Incumbent Vice Mayor Lorie Vinta will run for her second term against former vice mayor Mhel de Leon.
3rd DistrictDoña Remedios TrinidadIncumbent Mayor Ronaldo Flores will run for his second term.
Incumbent Vice Mayor Marie Flores will run for her second term.
San IldefonsoIncumbent Mayor Gazo Galvez is running for his second term against incumbent vice mayor Rocky Sarmiento.
Incumbent Vice Mayor Rocky Sarmiento will run for mayor instead; his party nominated former mayor Carla Galvez-Tan for his seat. She will face against Municipal Administrator Chariz Galvez-Cabande.
San MiguelIncumbent Mayor Roderick Tiongson will be running for his third and final term against incumbent vice mayor Bong Alvarez.
Incumbent Vice Mayor Bong Alvarez is term-limited and will run as mayor instead. His post will now be disputed between incumbent councilors Mimio Dizon and Jhong Reyes.
San RafaelIncumbent Mayor Cholo Violago won't seek re-election and will run as representative instead; his father, former mayor Goto, will be running in his place unopposed.
Incumbent Vice Mayor Lyn Veneracion won't seek re-election; his husband Edison will be running in her place unopposed.
4th District
MeycauayanIncumbent Mayor Henry Villarica will be running for his second term against councilor Mariposa Cabigquez.
After running unopposed for two elections, incumbent Vice Mayor Jojie Violago will run for her third and last term against Manny Alarilla, the son of former mayor Joan Alarilla.
MarilaoIncumbent Mayor Henry Lutao, who succeeded former mayor Ricky Silvestre after his death, will run for his full term against his predecessor's former opponent, Atty. Jem Sy.
Incumbent Vice Mayor Bob dela Cruz is running for his full term against incumbent councilor Ariel Amador.
ObandoIncumbent Mayor Ding Valeda will run for his second term against incumbent vice mayor Arvin dela Cruz and former mayor Edwin Santos.
Incumbent Vice Mayor Arvin Dela Cruz is term-limited and will run as mayor instead; his party nominated councilor Aries Manalaysay for his post. He will be up against fellow councilor Rowell Rillera and two other candidates.
5th DistrictBalagtasIncumbent Mayor JR Gonzales is term-limited and unable to run for a new term; his party nominated incumbent Vice Mayor Ariel Valderama for the post. He will face Andy Santiago.
Incumbent Vice Mayor Ariel Valderama will run for mayor, and his party nominated former vice mayor Alberto Carating II for his post. He will face councilor Monay Payuran.
BocaueIncumbent mayor Eduardo "Jonjon" Villanueva Jr. will run for his second term against incumbent councilor Aldrin Sta. Ana. In January 2025, the Supreme Court issued a TRO in favor of Aldrin B. Sta. Ana against his disqualification by the COMELEC.[4]
Incumbent vice mayor Sherwin Tugna will run for his second term unopposed. He will appear on the ballot with the alias "Mr. Mayor Joni" for being the widower of late mayor Joni Villanueva.
GuiguintoIncumbent Mayor Agay Cruz will switch places with her father, incumbent representative Boy, who will run unopposed for mayor.
Incumbent Vice Mayor Banjo Estrella will run for his second term against former vice mayor JJ Santos.
PandiIncumbent Mayor Rico Roque will be running for his third and final term against incumbent councilor Kat Marquez-Anastacio.
Incumbent Vice Mayor Lui Sebastian will be running for her third and final term.
6th DistrictAngatIncumbent Mayor Jowar Bautista is running for his second term against former mayor Narding de Leon.
Incumbent Vice Mayor Arvin Agustin will run for a second term against incumbent councilor Oca Suarez.
NorzagarayIncumbent Mayor Merlyn Germar will run for her second term against former acting mayor Ade Cristobal.
Incumbent Vice Mayor Baldo Gener will be running for his second term against incumbent councilor Giulius Iapino.
Santa MariaIncumbent Mayor Omeng Ramos will run for his second term against former vice mayor Ricky Buenaventura.
Incumbent Vice Mayor Eboy Juan will run for his second term against former councilor Obet Perez.
San Jose del Monte CityIncumbent City Mayor Arthur Robes is term-limited and will run as representative instead; his wife, Rida, will run in his place. She will face 2nd district councilor Romeo Agapito and Atty. Mamyrlito "Earl" Tan.
Incumbent City Vice Mayor Efren Bartolome Jr. is term-limited and will be running for board member; his sister, Arlene, will run for his seat. She will face incumbent councilor Janet Reyes and former councilor Irene del Rosario.
