In 2004, the D.C. Commission on the Arts and Humanities issued an open call to further the acquisition of public art in the D.C. Metro area. Scheer replied to the open call requesting proposals for a work of art at the PetworthMetro station. The piece was installed in 2007.[1]

Scheer describes "New Leaf" as "a sort of abstracted form, but it also looks a tremendous amount like a leaf, or something very organic and growing, and I do mean to do that because I mean to evoke metaphors of growth and change and seasonal time shifts."[1]
